Stop the server
Wait for a clean shutdown.

Edit the property
Open
server.properties and enter a non-negative whole number. Use 0 to disable built-in spawn protection.3
Restart and test
Start the server and test block placement near world spawn with a non-operator account.
Protection plugins may enforce a separate spawn region. Changing
spawn-protection does not change regions managed by a plugin.
